EPC Data for Planning & Retrofit Research

By Work Signals · Updated

An EPC adds assessed energy context for a building at a particular date. Check the identity and certificate before using it to assess a possible retrofit project.

Match the building or unit first

One planning site can contain several dwellings or commercial units. An EPC for another unit in the same building is not a verified match. Review the complete address, postcode and available official identifiers before interpreting the band, assessment date or other attributes.

Work Signals collects independent domestic and non-domestic EPC evidence for England/Wales council targets, subject to source availability. A planning application can have certificate history, one supported certificate or no EPC match. A missing match does not demonstrate that the building lacks a certificate.

Separate historical evidence from current verification

A collected EPC record reflects the source certificate. Building use, condition and installed systems can change after the assessment. The collection date is not a new assessment date. Follow the official certificate source and confirm which record is relevant to the property.

For a solar, heating or insulation shortlist, begin with the proposed works and use the certificate as supporting context. A rating or recommendation does not prove that the owner wants to purchase a service, that a particular intervention is suitable or that an installation contract is available.

Scottish EPC context

Our Q2 2026 Scottish collection contains 1,558,233 distinct domestic and non-domestic non-address records through June 2026. Restricted address columns are excluded because address reuse has separate terms. The extract is source context, not verification of a current property certificate.

Official certificate references and internal record hashes are kept distinct. Where the official reference is missing, that gap remains explicit. Scottish context is not joined to planning properties without a verified identity. Read the Scotland source guide for the broader coverage position.

A useful EPC review

  1. Confirm that the certificate describes the correct building or unit.
  2. Read the assessment and lodgement information rather than the import date alone.
  3. Check domestic versus non-domestic source scope.
  4. Compare the proposed work with the certificate context without treating it as a survey or specification.
  5. Follow the original source before relying on the evidence.
